If you want to get to Baños from Quito, you should take the Pan American Highway southward through the cities of Latacunga and Ambato, from which latter point the road runs parallel to the Pastaza river.
If you are in Guayaquil, you should take the well-paved interior road eastward through the cities of Riobamba and Penipe.
